Mike Segal, Partner, Chair Health Law Practice Group

Mike Segal is a Partner in the Miami office of Broad and Cassel and Chair of the Firm’s Health Law Practice Group. For the past two decades, he has spent considerable time in the representation of large single specialty and multi-specialty physician groups. He also has significant experience in structuring all varieties of joint venture transactions, keeping in mind the various regulatory issues. Additionally, he acts as general and special counsel to both hospitals and large medical groups. Mike is a frequent presenter on health care law. Most recently, he has presented on Accountable Care Organizations, Clinical Integration and all things Health Care Reform, to the Broward County Medical Association, Palm Beach County Medical Association and the Florida Medical Group Management Association, to name a few. He is an AV rated attorney with Martindale-Hubbell and continues to receive numerous recognitions. Gabriel Imperato, Managing Partner

Gabriel Imperato is the Managing Partner of the Fort Lauderdale Broad and Cassel office. He is a member of the Health Law Practice Group and co-chair of the White Collar Criminal and Civil Fraud Defense Practice Group. He is board-certified as a specialist in health law by the Florida Bar and was one of the first attorneys to be certified in Health Care Compliance by the Health Care Compliance Association. His practice includes representing individuals and organizations accused of health care fraud and assisting and advising health care organizations on corporate governance and compliance matters. He has also handled numerous matters involving the formation of integrated delivery systems and managed care organizations. He is considered a national leader on fraud and abuse, reimbursement and antitrust matters in the health care field and has lectured and published numerous articles on these subjects. He has been instrumental in the development of the Firm’s nationally recognized health law and white collar practice, which represents clients in Florida and throughout the United States. Michael Bittman is a Partner in the Orlando office of Broad and Cassel. He is a member of the Health Law and White Collar Criminal and Civil Fraud Defense Practice Groups. Board certified as a specialist in Health Law, Michael has extensive experience representing clients in the health care industry, including hospitals, nursing homes, managed care companies, pharmacies, medical equipment suppliers, home health agencies and physicians. He has been lead trial counsel in a number of federal, state and administrative health law cases and represents clients in health care fraud investigations, qui tam or whistleblower cases, contract disputes, health insurance claims, malpractice and medical staff disputes. He has also handled fraud and reimbursement cases involving millions of dollars in Medicare and Medicaid funds. Michael is an AV rated attorney with Martindale-Hubbell and has been recognized as a “Florida Super Lawyer” by Law & Politics Magazine and a “Best Lawyer” by Woodward and White.

Mark Folk is a Partner in the Boca Raton office of Broad and Cassel. He is a member of the Health Law Practice Group. During his more than 25-year career, Folk has focused his practice on working with health care systems to manage risks associated with integrating physicians and new lines of business into established patient-care models. The breadth of his experience includes healthcare receivables securitizations, extensive provider contracting in the development of specialty facilities, physician compensation arrangements, employment arrangements, and leasing arrangements, and transactional and operational regulatory compliance. Specifically, he represents hospital companies, surgery centers and integrated delivery systems throughout the country. He is admitted to practice in California, Florida, Tennessee and Texas, and has co-authored several articles and delivered presentations on health care issues across the U.S.

A licensed CPA in Florida, Mike represents and provides counsel to debtors, creditors and trustees in complex business and consumer bankruptcy cases, as well as lenders  and other creditors in state and federal court proceedings involving complex litigation. A rising star both professionally and civically, Mike is a recent graduate of Leadership Broward. He currently serves on the board of directors for Deliver the Dream, a nonprofit organization helping families experiencing a serious illness or crisis; the Ghost Light Society Steering Committee for the Broward Center for the Performing Arts; and as the Broward director for the Bankruptcy Bar Association of the Southern District of Florida. He holds a bachelor’s and master’s degree in accountancy from the University of Florida and received his juris doctor from the University of Miami School of Law.

Douglas L. Mannheimer, Partner

Doug Mannheimer is a Partner in the Tallahassee office of Broad and Cassel. He is a member of the Health Law Practice Group and is the Chair of the Firm’s Governmental Relations Practice Group. Doug has represented businesses and individuals before most of Florida’s state agencies. His significant experience and background with state agencies helps clients to solve bureaucratic problems. He serves as Legislative Counsel to the Florida Health Care Association, and he is a Preferred Attorney Provider for the Florida Association of Homes and Services for the Aging. He is an AV rated attorney with Martindale-Hubbell and his work has been recognized as a leading healthcare attorney by Chambers USA.

Lester Perling, Partner

Lester Perling is a Partner in the Fort Lauderdale office of Broad and Cassel. He is a member of the Health Law and White Collar Civil and Criminal Fraud Defense Practice Groups. He is a board-certified health law attorney with extensive experience as a health care executive and holds a master’s degree in Health Care Administration. He has had significant experience with Medicare and Medicaid reimbursement and fraud and abuse issues, privacy of health care information (HIPAA), federal and state administrative proceedings, provider operations issues, corporate compliance programs, physician credentialing, transactions between health care providers, and related matters for health care providers.

Vanessa Reynolds is a Partner in the Fort Lauderdale office of Broad and Cassel. She is a member of the Health Law Practice Group. An industry veteran with more than 20 years of experience, Reynolds has extensive experience in numerous areas of health care law and litigation, including medical malpractice and complex litigation, insurance defense, institutional and individual health care provider and multi-hospital public health care system representation. She is board certified as a specialist in health law by the Florida Bar. Reynolds is also certified in Healthcare Privacy Compliance (CHPC) by the Health Care Compliance Association’s Compliance Certification Board (CCB), a designation held by only 450 compliance professionals across the country.

Stephanie Russo, Partner

Stephanie Russo is a Partner in the Miami Office of Broad and Cassel. She is a member of the Health Law Practice Group. Stephanie is board-certified as a specialist in health law by the Florida Bar. She advises institutional and individual healthcare providers regarding health care operations, compliance, transactions, and litigation issues, including HIPAA, EMTALA, False Claims Act, Stark, anti-kickback, government investigations and subpoenas, bioethics, peer review and medical staff issues, and commercial litigation.

Frank has been involved in a wide range of insolvency matters, including representation of corporate and consumer clients in complex workouts, bankruptcies, assignment for the benefit of creditors and receiverships. He also has substantial experience in both the prosecution and defense of all forms of complex bankruptcy litigation, including preference, fraudulent transfers and complex contested matters.  Frank’s arrival will build upon Broad and Cassel’s already strong breadth and depth of experience in health law, as he brings 18 years of experience in the health care industry, successfully starting, managing and operating various public companies prior to entering the legal field. Additionally, he has represented trustees and committees in hospital, nursing home, diagnostic center and HMO matters as well as been appointed as Patient Care Ombudsman throughout Florida. Frank is active in various professional and community organizations, including serving on the board of directors for the Boys & Girls Clubs of Broward County; as an adjunct professor at Nova Southeastern University Shepard Broad College of Law; on the Committee on Health Care Insolvency; and as a director for the Bankruptcy Bar Association of the Southern District of Florida, among others. Frank holds a bachelor’s degree from the University of Cincinnati and received his juris doctor from Nova Southeastern University Shepard Broad College of Law.
